РУСИЯ НА КРЪСТОПЪТ: ВЪНШНОПОЛИТИЧЕСКИ ПРИОРИТЕТИ НА МОСКВА В НОВАТА АРХИТЕКТУРА НА СИГУРНОСТТА СЛЕД СТУДЕНАТА ВОЙНА

Резюме: Близо три десетилетия след разпадането на Съветския съюз в специализираната литература продължава интересът към външнополитическия курс и стратегията за сигурност на Руската федерация непосредствено след края на Студената война. В тази студия са изследвани спецификите на вътрешнополитическия дебат в държавата в първите години от управлението на президента Борис Елцин и неговия екип. Разгледани са някои основни становища относно мястото и ролята на Руската федерация като в новата архитектура на сигурност непоследствено след края на двуполюсната международна система. Направен е преглед на основните правни и политически документи, които позволяват да се изгради рамката на политическата и военностратегическата доктрина на Русия.

RUSSIA AT A CROSSROADS: MOSCOW'S FOREIGN POLICY PRIORITIES IN THE NEW SECURITY ARCHITECTURE AFTER THE COLD WAR

Abstract:The end of the Cold War and the subsequent disintegration of the Soviet Union left the newly independent Russian Federation in an international environment very different from the Cold War system.WhenBoris Yeltsin and his government began to build the foundations of Russia's foreign policy and security strategy, they facedbothdomestic challenges as well as the pressures of the international system. This study explores the most important political and military-strategic aspects of the Russian government's foreign policy doctrine and security strategy in the 1990s, the debate within Russian political, militaryand academic circles on Russian foreign policy and security strategy. It alsohighlights Russia's new place in the European security system and in the larger international system.

REVIEW OF SOME TOPICAL ISSUES IN EU DIPLOMATIC SERVICE

Abstract: The present study explores the new dimensions and challenges for the diplomatic services of the EU Member States. The framework of these services has been changed since the foundation of the European External Action Service in 2010 and the strengthening of the EU foreign and security policy by the 2009 Lisbon Treaty. This development puts forward the necessity to outline the new dimensions of cooperation between the ministries of foreign affairs of EU Member States. In addition, the study reviews the secondary law of the EU with respect to the cooperation between diplomatic missions in terms of diplomatic protection of EU citizens in third states.

РОЛЯТА НА МЕДИИТЕ В МЕЖДУНАРОДНАТА СРЕДА

Резюме: Статията разглежда международните комуникации, които често се случват в отвореното и достъпно пространство на медиите при отсъствието на институционализирани канали. Медиите запълват комуникативните пропуски в международния процес и при попълването на тези пропуски те се отличават от конвенционалните участници, които са главно държави, международни организации и дори неправителствени организации. Уникалността се състои в това, че медиите нямат определена институционална роля в международните отношения и международното право. В статията се прави и разграничение между речта на омразата, която е безспорно нарушение на правата на човека и достойнството, и пропагандата, която може да бъде презрителна, но вероятно подлежи на други не правно обвързващи инструменти за приемлив международен или национален контрол като споразумения, стандарти или добри практики.

THE ROLE OF THE MEDIA IN THE INTERNATIONAL CONTEXT

Abstract: This article explores international communications that often take place in the open and accessible media space in the absence of institutionalized channels. The media fill the communicative gaps in the international process, and in filling these gaps, they are different from conventional participants, mainly states, international organizations and even non-governmental organizations. What is unique is that the media have no definite institutional role in international relations and international law. The article also makes a distinction between hate speech, which is an indisputable violation of human rights and dignity, and propaganda that may be contemptuous but possibly subject to other non-legally binding instruments of acceptable international or national control such as agreements, standards or good practices.

ON THE WAY TO SAFE EUROPE WITH THE HELP OF INTERNATIONAL POLICE COOPERATION AND POLICE CULTURE

Abstract: Police culture is very important because it determines how the police carry out their duties mainly to the deprived and the defenceless. It also has an effect on who joins the police service and who stays in it. Police culture is often criticized by those people who neither understand nor belong to it. There are negative and positive beliefs that go with police culture. A lot of those negatives have a lot to do with police segregating themselves from the rest of the world. Police officers have their own social circle. They maintain strong bonds of loyalty amongst each other, showing a form of solidarity that is seldom ever shared with the rest of society.

Статията информира за един застрашен, но въпреки всичко запазен език. Нещо повече – от 2007 година венецианският език има статут на официален, макар и с регионално значение.

Abstract: For the last five hundred years of humankind's existence, nearly half of the world's languages have died, along with their native speakers, for various reasons. The article presents an endangered but still preserved language. Moreover, since 2007, the Venetian language has had the status of an official one, albeit of regional importance.

SOME ISSUES CONNECTED WITH THE INTERNATIONAL ENVIRONMENTAL LAW

Abstract: This article discusses the challenges for the processes of transforming the economic governance models in line with the standards and norms of a low-carbon and energy-efficient economy established by theInternational Environmental Law. In this sense, the problems concerning the different levels of technological development are mentioned and it is proposed to introduce a more flexible and realistically applied individual approach, corresponding to the real state of a certain region. Attention is drawn to the measures and programs for energy efficiency on the territory of the EU and the Republic of Bulgaria.

SOME ISSUES REGARDING MIGRATION REGULATION BY THE VISEGRAD GROUP

Abstract: This article explores the topical migration issue, namely the migration regulation by the Visegrad group. Emphasis is placed on the fact that the EU policy to the migration crisis is declined by Hungary, Poland, the Czech Republic and Slovakia. They are against any changes that could lead to the introduction of a permanent and binding mechanism, redistribution or reduce Member States' competence in this area. It is inferred that the European policy to the migration crisis, which requires the obligatory quota principle for resettlement of migrants in the EU Member States, has no positive outcomes. Thus, the different legislative and political approach of the countries in the Visegrad Group, opposing the quota principle, can be described as logical.

Представени са техните цели и съдържание, както и някои от позициите на България в процеса на разработването и приемането им.
